Public cloud wins again while considering power usage,because the user only uses the data in the cloud. The public cloud provider only has to worry about electricity. While coming to personal cloud, there are some kind of hardware that should be kept powered on 24/7, probably along with your PC, if you wish to have 24/7 access.
